The Long Wait for a Driving Test in Leeds: Why Learners Are Still Struggling

For learner drivers in Leeds, passing the driving test can feel like the final hurdle after months of lessons and preparation. But increasingly, the hardest part can be getting a test date in the first place.

Long waiting times for practical driving tests have become a national problem, and Leeds learners are feeling the effects. The Driver and Vehicle Standards Agency (DVSA) has acknowledged that demand for car practical tests remains exceptionally high, with waiting times described as “unacceptably high”.

A national problem with a local impact

The scale of the problem became clear in late 2024, when the government reported that the average waiting time for a car practical test in England was approaching 21 weeks.

Although waiting times vary between individual test centres, the pressure on the system has made it increasingly difficult for learners to find convenient appointments. The DVSA's latest statistics include waiting-time and availability data for individual driving test centres, updated monthly.

For someone learning to drive in Leeds, this can mean finishing their lessons and then facing a frustrating wait before they can put their skills to the test.

Why are waiting times so long?

One of the biggest problems is the imbalance between demand for tests and the number of available driving examiners.

The DVSA says demand has outpaced its ability to recruit, train and retain driving examiners. Despite providing 1.96 million car driving tests during 2024–25, the agency said waiting times remained considerably higher than its target.

The government has responded with measures including a plan to recruit and train 450 additional driving examiners, alongside changes intended to improve the booking system.

However, recruiting and training examiners takes time. For learners who are ready to take their test now, that does little to solve the immediate problem.

The knock-on effect for learners

A long wait can have consequences beyond simple frustration.

Learners may need to continue paying for lessons while waiting for their test, particularly if they want to keep their driving skills fresh. Others may find that their confidence drops if they spend several months waiting for an appointment.

There is also the risk of becoming less familiar with the routes and types of driving they have practised with their instructor.

For young people, the consequences can be particularly significant. The government has pointed out that around one in six jobs requires a driving licence, meaning delays can potentially affect access to employment and opportunities.

The scramble for cancellations

When a suitable test becomes available, it can disappear quickly.

The official booking service allows learners to book tests up to 24 weeks ahead, but there is no official waiting list or cancellation list.

This has encouraged learners to repeatedly check the booking system for earlier appointments. Driving instructors surveyed by the government in 2025 reported severe shortages of practical test slots, with many describing waits of five or six months or more. They also raised concerns about automated booking tools and third-party businesses taking appointments and reselling them.

For learners already anxious about their test, constantly searching for a cancellation can add another layer of stress.

What can Leeds learners do?

While there is no magic solution to the shortage of test appointments, learners can make the process slightly easier.

Being flexible about the time and date of the test can increase the number of appointments worth considering. It may also be worth discussing alternative nearby test centres with a driving instructor, provided the learner is comfortable driving in an unfamiliar area.

Most importantly, learners should use the official DVSA booking service rather than paying questionable third parties for appointments. The government booking service is the legitimate route for arranging, changing or cancelling a test.

A problem that needs solving

The driving test backlog is about more than inconvenience. For many people in Leeds, getting a driving licence can be an important step towards greater independence, education and employment.

The DVSA has recognised the problem and introduced measures intended to increase testing capacity and reduce waiting times. Its 2025–26 plan set a target of providing 1.975 million car practical tests and reducing the national waiting time to seven weeks or fewer by March 2026.

But until enough test appointments are available when learners actually need them, people across Leeds will continue to face the same frustrating question:
