Driver Safety Update
The Highway Code has been updated for all types of road users, this is to improve the safety
of horse riders, cyclists and people walking.
All road users must understand the 3 new rules and the hierarchy of them.
This gives the most vulnerable road users at the top, but everyone should be:
Aware of the Highway Code
Understanding their responsibility to other road users
Consideration to other road users.
The 3 new H rules are.
H1
It is important that ALL road users are aware of The Highway Code,
are considerate to other road users and understand their responsibility
for the safety of others.
H2
Rule for drivers, motorcyclists, horse-drawn vehicles, horse riders
and cyclists
H3
Rule for drivers and motorcyclists.
The new rules, give more priority to pedestrians, cyclists and horse riders.
But this does not stop all road users from being responsible for their actions, you still
need to check it is safe to cross the road, at any given moment.
Many rules of the Highway Code are a legal requirement, and as such you can be
prosecuted for disobeying the rules.
Learning to drive is a skill in itself, and practising in a car is not the only thing you
need to do, reading the Highway Code and practising the theory and hazard
